Italian local loop unbundling market found not be competitive
(24/10/2005) Telecom Italia, sole operator on the Italian market providing unbundled (including shared) access to the metallic loops and sub-loops for the provision of broadband and voice services, will continue to be subject to regulation, confirms the European Commission in a decision under Article 7 of the EU framework on electronic communications today.
The Italian regulator, Autorità per le Garanzie nelle Comunicazioni (AGCOM), recently carried out a market analysis and found that Telecom Italia has a 100% share of the local loop unbundling market. This market is characterised by high barriers to entry for alternative operators, amongst others because Telecom Italia controls this network infrastructure which is difficult to duplicate. Accordingly, Telecom Italia will be obliged to provide both full and shared access to the local loops and sub-loops at non-dicriminatory and transparent conditions and at a regulated tariff.
